New Horizon's Engineering Department is responsible for the design and construction of substations
for New Horizon and the member cooperatives. In addition, our engineering
department develops and coordinates New Horizon's Long Range and Construction Work Plans, the development of Siting and Environmental Studies, Land Acquisition and Permitting.
The following outlines these responsibilities as they relate to project work:
Project Need
When a New Horizon's member cooperatives determine a need for a new substation, they provide
us with the location of the electrical load center for the area to be served by the proposed substation and a required in-service date.
Siting
After the need for a new substation has been determined, New Horizon,
working with the member cooperative determine the location for the proposed substation, using a Siting Study that evaluates the affects of occupied buildings, visibility, land use, cultural and natural
resources, and other significant factors that can and may impact
location.
Land Acquisition
Once the proposed substation site has been determined, the negotiation process to obtain land
begins.
Environment
Upon completion of the substation property survey, a Borrower's Environmental Report (BER) is prepared and submitted to
RUS (formally REA) for approval, along with Cultural Resources and Biological Survey Reports, Archeological Reports, etc., as required.
Substation Design
Design of the substation site work and landscape plans begins upon completion of the survey.
New Horizon in cooperation with it's member cooperative has developed standard substation configurations utilizing standard structures that may be used or adapted for any station design required by our members.
Material Purchasing
New Horizon's Engineering Department generates bill-of-material's
for the substation design and assists New Horizon's Purchasing Department
with procurement.
Permitting
Plans, drawings, and permit applications are prepared and submitted for zoning, grading,
encroachments, etc. as required.
Construction Contracts & Supervision
New Horizon contracts approximately 95% of all new construction. New
Horizon's Engineering prepares and administers contract and closeout documents for all contracts.
Contract construction supervision is performed by New Horizon employees or
qualified representatives.
